The Army Council are of opinion that the paragraph in question may fairly be held to admit of the reading placed upon it by the General Officer Commanding, but they are anxious to facilitate in every way the settlement of the matters dealt with in the Memorandum, and are therefore prepared to agree that the Murray Battery and Stanley Cantonment sites shall be subject to the Colonial Office Circulars.
4. The Council are informed by the General Officer Commanding that the Colonial Govt: have decided not to acquire the Spring Gardens property: and they will therefore proceed to dispose of it by sale to a private purchaser, if one can be found. The Council will not offer any objection to the proposal of the Colonial Government that the Crown rent should be re-imposed in the event of the property passing into the hands of a private person, although, as the amount of such rent is high (£150 per annum), they apprehend that the property is probably not so valuable an asset as is contemplated in Colonel Lewis's Memorandum.
5. With regard to the portion of the Murray Battery site required for the purposes of the Peak Tramway Company, instructions were issued to the General Officer Commanding in January last to adopt the course indicated in the letter of the Governor dated 24th November 1905.
